North-West Half-Breed Claims. Authority: Chap. 54, clause 90, par. (f.), Revised Statutes of Canada, as enacted by sec. 4, 62-63 Victoria, Chap. 16 (1899); and Order in Council of the 2nd March, 1900 [and P.C. 575, 16 March, 1901]

McKenna's nominal register of Métis applicants who filed a scrip claim in 1901 under P.C. 575, 16 March, 1901. The register is organized by declaration (application) number, with each entry noting the name and residence of the applicant, the names of his/her parents, the name of the person for whom the scrip was claimed, the applicant's date of birth, the date of the declaration, the decision of the Commission (whether or not the claim was allowed), the scrip certificate number, the name of the person to whom the scrip was issued, and the nature (land or money) and the amount of the scrip. To use this register when the declaration number (application) number is unknown researchers should refer to the alphabetical index prepared by Commissioner McKenna - that is, RG 15, volume 1517, which is described elsewhere. The alphabetical index will provide researchers with the individual's declaration (application) number.

[Alphabetical] Index to North-West Half-Breed Claims [as authorized by Order in Council, P.C. 575, 16 March 1901]

McKenna's alphabetical index of applicants who filed a scrip claim in 1901 under P.C. 575, 16 March, 1901, and who are listed in the nominal register described elsewhere (RG 15, volume 1496). Each entry provides the name of the applicant, the name of the community where the application was accepted (i.e., the place of sitting of the commission), the names of the applicant's parents, the declaration (application) number (which serves as a cross reference for the nominal register, RG 15, volume 1496), the decision of the Commission, and general remarks. The latter will sometimes indicate a case file reference number (if such was created by the department). These case files will be found in RG 15, series D II 1 (described elsewhere).

Half-Breed Scrip, Index, Powers of Attorney ...

An alphabetical index to powers of attorney, assigned by Métis claimants, dated 1901 and 1902, closed 12 March, 1903, and then re-opened again sometime after January 1905. The index is organized by claimant's name, with each entry giving the case file number of the claim. These case files will be found in RG 15, series D II 1, described elsewhere.

Index, Orders for Delivery of Half-Breed Scrip, O.C. the 13th August 1904

An alphabetical index of special Métis claims investigated by the Department of the Interior under the authority of Order-in-Council, P.C. 1613, 13 August, 1904. It is organized by the name of the claimant and gives the case file number of the claim. For the most part, the case files are filed in the correspondence registry of the Dominion Lands Branch, RG 15, series D II 1 (see description elsewhere).

Half-Breed Claims Reconsidered under O. in C. the 13th August 1904, Rescinded by O. in C. of 25th May 1910

A register of Métis claims which were originally presented in 1901 to the Manitoba and North-West Territories Commission, chaired by James A.J. McKenna. On preliminary examination, McKenna had either set these claims aside for further consideration by the Department or had rejected them on the basis of their not meeting the criteria laid out to him by the Department. The register is organized by declaration number. Each entry records the name of the claimant; his/her parents' names; the declaration number assigned by the 1901 Commission; and general administrative remarks by departmental personnel. The latter will often outline the decisions of the department and the justification on which each decision was based. The entries will usually also note the case file number in which all correspondence concerning the claim was kept by the Department. Most of these case files were placed within the Dominion Lands Branch central registry, which is now maintained by Library and Archives Canada as RG 15, series D II 1 (see description elsewhere).

Register of Delivery of Manitoba and North-West Territory Scrip, Orders in Council of 30th March and 20th April, 1885 [and Subsequent Orders]

These registers document the delivery of scrip to claimants filing under the Manitoba Supplementary Commission, the North-West Commission, the Alberta-Saskatchewan Commission, the Treaty 8, 10, and 5 Commissions, including all their adhesions. The registers are organized alphabetically according to the last name of the claimant. Each entry records the scrip number; the name and address of the person or agent to whom the scrip was issued; the date of scrip delivery; a brief description as to the authority (i.e., the Commission) under which the scrip was awarded; the amount and type of scrip issued; the application number (if applicable); the number and date of the receipt; the case file reference number; the certificate number; and a column for general remarks by departmental administrators. The registers are excellent sources for researchers to find documentation on a claimant's complete scrip record. They provide an alphabetical index to many of the records in RG 15 which have been filed under a numerical system. For example, the scrip certificates, scrip notes and scrip receipts are filed in RG 15 by the document number. The finding aids for these records either do not exist or consist of file lists organized under the numerical system. It can be a very tedious task to find such documents when the number is unknown. The registers described here will provide researchers with these numbers when only the claimant's name is known.
