Arrival of Russian Jewish immigrants in Quebec City

As far as the Immigration Branch was concerned, lowest among immigrants from Europe were southern Europeans and Russian Jews, such as the ones shown here. For the most part, they were considered difficult to assimilate and poor farmers. However, ranked at the absolute bottom of the ethnic pecking order were the nonwhites  -  blacks and Asians (Japanese, Chinese, and southeast Asians). These groups were deemed so undesirable that the Canadian government introduced measures that barred them from entering the country.
