Reports on his conversation with General Barry on defence issues, reported to General Stisted; on the rumored coalition of Stephens and Roberts factions, and the effect of the weather on Fenian plans. Enclosed: letter from H.W. Hemans to General Stisted (British Consulate, Buffalo, 22 March 1867), comments on his conversation with General Barry regarding enforcement of the Neutrality Laws, the point at which he could act and expectation of having notice.
