Scope and content

Reports on rumors about Fenians, in newspapers or through anonymous letters; on his judicious use of available funds for informants; on rumors from Mobile and on surveillance of ships. Enclosed: copy of a letter from "An Irish Loyalist" to E. M. Archibald (New York, 16 February 1867), reports on rumors of a raid being organized by the Roberts faction; and on the importance of concealing his identity; attaches a clipping from the Mobile (Alabama) Daily Times, 18 January 1867, containing a substantial report on a Fenian privateer being fitted out.
