Comments on the delay in sending a copy of his report to Sir John Michel, and on the rumors that Stephens remained in the city, as had Kelly. Enclosed: copy of secret letter from Pierrepont Edwards to Sir John Michel (British Consulate, New York, 9 January 1867), reports on the Fenian preparations at Boston for a raid on the banks of Sherbrook, Canada East, their links to the Roberts faction and past experience in the American (Union) and Confederate armies; on the character of his informant; on the arms collected by Fenians at Buffalo.
