Scope and content

Relays a report from the informant Joseph Hertford that "colonel" Thomas Kelly (successor to James Stephens) and Mr Kafferty (Secretary to Stephens) have departed for Ireland but he could not find their names on the passenger lists; describes Kafferty and attaches a physical description of Kelly; promises to forward a photograph of Kelly. Enclosed: separate pysical description of Thomas Kelly, formerly Captain of the Signal Corps Volunteers, Army of the Potomac.
