Requests advice on how and when to act regarding the potential departure of a former blockade-running steamer in the Fenian service, its characterization as piracy or violation of neutrality laws; comments further on the purchase of Millen's manuscript; reports that Stephens intends departing for France or Germany, not Ireland, and that his colleague Col. Kelly is more dangerous; promises to provide a physical description to Lord Stanley and to provide other details to the Foreign Office and local police by cable.
