Scope and content

Comments on assistance provided to the Spanish Vice Consul; progress on the union of the British North American provinces; troop reinforcements and potential danger from the U. S. A.; and the Fenian threat. Enclosed: copy of a confidential despatch from Lord Monck to Lord Carnarvon (Ottawa, 9 August 1866), comments on letters he exchanged with Vice Admiral Sir James Hope regarding a Royal Marine deserter and comments on the distinctions between jurisdiction on the high seas and on the Great Lakes, the extent of Monck's jurisdiction under his Vice Admiralty commission, and potential effects on his relations with the American government.
