Scope and content

Comments on the disposition of Fenian prisoners, the choice of courts and concern to avoid creating tension with the American government. Enclosed: extract from a private letter from Lord Monck to E. Cardwell, MP (Ottawa, 15 June 1866), reports 60-70 Fenians taken prisoner, his options for trials and sentencing, and his concern to transfer the convicted men to an imperial penal establishment.
