Scope and content

Reports on a proposed show of naval support off Detroit and forwards a letter from G. V. Fox on the fisheries question. Enclosed: Copy of a private letter from G. V. Fox to Capt. John Bythesea (Navy Department, Washington, 28 March 1866), comments on the MONITOR submarine and his intended visit to British dockyards; and probable American official support for the changes in the fisheries. Also enclosed a letter from Capt. John Bythesea to [Frederick Bruce] (Montreal, 2 April 1866), reports having written to G. V. Fox regarding the rumor of an American squadron going to the Newfoundland Banks to protect American fishermen; urges courtesy to Fox on his visit to British dockyards; and comments on breech-loading rifles.
