Scope and content

Encloses a Confidential Memorandum on the fisheries question; reports that the Fenians might try to cause trouble with American vessels in British North American waters. Enclosed: "Report of a Committee of the Executive Council of the Province of Canada to the Governor-in-Chief" (Confidential Print). It responds to the March 1866 despatch from the Secretary of State for the Colonies regarding the termination of the right of American citizens to use the inshore fisheries of the British North American provinces, advising assertion of sovereignty, proposing a common system of licensing, and asking for British naval support for its enforcement.
