Scope and content

Impression in British Columbia of the existence of a plot to take possession of the Province by a quiet, persistent and systematic Japanese invasion. Recommendations of Rodolphe Lemieux and Sir Claude Macdonald cannot be accepted. Restriction of Japanese immigration into Canada by the Government of Japan an understanding under which Canada became a party to the [Anglo-Japan] Treaty.
