Scope and content

Impression in British Columbia of the existence of a plot to take possession of the Province by a quiet, persistent and systematic Japanese invasion. Recommendations of Rodolphe Lemieux and Sir Claude Macdonald cannot be accepted. Restriction of Japanese immigration into Canada by the Government of Japan an understanding under which Canada became a party to the [Anglo-Japan] Treaty. Enclosed: Letter from Sir Wilfrid Laurier to Lord Grey, Ottawa, 5 December 1907 and secret telegram from Rodolphe Lemieux to Sir Wilfrid Laurier, Tokyo, 5 December 1907 (copy).
