Sir Wilfrid Laurier's opinion on the right course of procedure at the Hague Conference and his policy regarding relations between Canada and Newfoundland. Necessary for Lord Elgin to act independently in cooperation with Canada if Sir Robert Bond does not respond to Elihu Root's draft of the Reference.
