Scope and content

German Consul, R. Franksen requests that Canada should extend to Germany the same advantages given to France under the new [commercial] Treaty. Under a new arrangement Germany will extend to Canada her minimum tariff on certain articles in return for Canada removing the surtax and extending the intermediate tariff on certain German exports.
