Scope and content

Lord Grey's request to substitute a corrected copy of his letter of 4 November [1907] for the letter sent to Lord Elgin on that day. Proposal to remove the surtax against German articles in return for concessions from Germany. View of Louis-Philippe Brodeur respecting ratification of the Treaty with France. No reply from Sir Robert Bond regarding Allen Bristol Aylesworth's opinion. Policy on relations between the Governments of Canada and Newfoundland.
