Lord Grey suggests that Sir Wilfrid Laurier express his personal disapproval of British Columbia methods [inflammatory remarks made by two members of the Cabinet]. Permission of the Foreign Office to Sir Wilfrid Laurier to send a letter to Sir Claude Maxwell MacDonald in Japan with reference to recent troubles at Vancouver.
