Postal rates on printed matter. Visit of James Bryce to Ottawa and talks with Sir Wilfrid Laurier, William Stevens Fielding, Robert Borden and other leading men. Conviction in Canada that the interests of Canada have been sacrificed in diplomatic negotiations between the United States and the United Kingdom. Lord Grey's suggestion for removing this deep-rooted impression from Canadian minds. Lord Grey wishes Winston Churchill to see this letter.
