Scope and content
Elihu Root to arrive in Ottawa on 19 January 1907. Rights of United States citizens on the Treaty shore. Newfoundland and Canada having same right of entry of duty-free fish into the United States. Elihu Root may be checked by the Senate. Planned meetings and search in archives for statements from United States authorities to counterbalance quotation from Lord Salisbury in Elihu Root's despatch.
