Lord Elgin to unofficially supply the Duke of Newcastle with information respecting Canadian affairs. Clergy Reserves. Lord Elgin refers the Duke of Newcastle to John Ross respecting facts bearing on the question of the Clergy Reserves. Reduction of the military in Canada by successive Secretaries of State. Claim of Canada for Imperial protection and risks to which Canada is exposed.
